Camp Dangwa, Benguet: The establishment of the National Disaster Coordinating Council is embodied in Sec. 2 of PD 1566. It is through the NDCC member-agencies that disaster preparedness, prevention, mitigation and response carry out its corresponding tasks and responsibilities under the NDCC system. The NDCC, unlike other department coordinating bodies, does not have its own regular budget to disburse. It operates through the member-agencies and its local networks, which are the Regional and Local Disaster Coordinating Councils (RDCC).

In celebration of the “National Disaster Consciousness Month” the Regional Disaster Coordinating Council (RDCC) culminates the activity through the Awarding ceremony held at the Supreme Hotel, Baguio City on July 30, 2008. The participants are from the various agencies such as the PNP, AFP, BJMP, Philippine National Red Cross, BFP and other Local and Regional Agencies.

The awards are subdivided into different categories for exemplary performance in their own fields of endeavor in relation to Disaster Preparedness. The Heroic deed Award was given to Brgy Captain David D Binwag of Oong, Hingyon, Ifugao; Best Government Emergency Responder goes to the Baguio City Emergency Medical Services, Baguio City; Best NGO was presented to 911 on Call of Baguio City; Certificate of Recognition were presented to Baguio General Hospital and Medical Center, Conner Disrict Hospital, Apayao, St Theodore Hospital, Sagada, Mt Province, Luis Hora Memorial Hospital, Bauko Mt. Province, Far North Luzon Gen Hospital, Luna, Apayao for their advocacy, promotion and documentation for the National Disaster Consciousness Month of the year 2008.
